Should the three water districts be merged into one?

If you are unhappy with the N. Chelmsford Water District you should attend one of their meetings. The office looks like a hunting lodge complete with heads of a number dead animals and even a few people that have raised opposition to the district. It should be on the list of must see places in Chelmsford. The people running the show are almost as nice as the dead animals on the wall.
