Charge according to miles driven. If you use the roads then pay for their use.
I pay for the water. gas, electricity, food etc which I use so pay for the road usage.

I am just courious as to how much of this tax is going to be paid for by bicycling riders. Right now automobile drivers are paying for all road projects and being pushed off the road by bicycle riders, whopay nothing.

Lets get the facts straight. The Governor, who was bought and paid for by the Labor Unions want to increase taxes in some form or other to Increase Union Jobs and increase the voiting base. The Governor also likes to pick on small segments of society, i.e. cigarette smokers for health care, etc. Why don't we tax Union membership through increased dues and they can pay for this 2.5 Billion dollar transportation road and bridge package. That way they can increase Union Membership wtih the jobs created and become self-serving.

David Moyer couldn't be more wrong in his perspective about automobile drivers paying for all road projects. In fact, local governments use system development charges (taxes on new development) and general obligation bonds (paid off with property taxes) to fund an enormous portion of street construction and maintenance. ODOT estimates that the state highway fund is sufficient to only fund about 1/4 of needed highway maintenance and there would be nothing left over for new construction if they weren't letting the system continue to deteriorate.
