Should Fall River phase in its new stormwater fee over a couple of years to give residents and businesses time to prepare for it?



Yes. It's especially unfair to expect businesses in this economic climate to just come up with several thousand dollars out of the blue.

No. Stormwater needs to be treated, and treatment has to be paid for. The city needs the money now. It's taxpayers' responsibility to provide it.
