I've only lived here for a few years but I always thought that the waterfront in Beverly could be vastly improved. Other than 2 parks and a private beach in the farms there is almost no access to it. Look at the other towns around they all have at least a couple waterfront restaurants. How much extra traffic would a restaurant with it's own parking lot at the very edge of town create? It would likely have minimal impact, even on immdiate area.
Downtown Beverly has experienced enormous growth and improvement over the past ten years but it seems to have ignored the waterfront, such as it is. A waterfront restaurant is the logical next step to continue downtown Beverly's progress.
