Which is better - mid-table mediocrity or yo-yoing between leagues?

If he seriuosly would swap FIVE Cup Finals including a UEFA Cup Final for God knows how many relegations over the past few years then he should seriously consider stepping down and perhaps Blues fans could get someone who can propel the club forward.
