Do Albemarle County and Charlottesville “over-regulate” development?

Our local governments are definetly over regulating development and as a result adding to the un affordability of our community for the lower and middle class residents which make up a large part of our service industries. The amount of time and effort that is required to get a project underway is causing land prices and building costs to rise dramatically. Builders and developers have to project job costs further down the road than they should need to so to allow themselves to cover their costs and profit margins. With designated growth areas in place there should be no need to extend the process of approvals to start projects as long as they fit into the designated zoning of the area, and the fact that Albemarle is down to 100 acres of industrial zoned land in a county of this size is attrocious and a factor that will eventually hurt the economy here as these type industries help supply the mid range paying jobs for the middle class. All the meetings and public hearings that drag this out do nothing but cost the taxpayers time and money and it seems that there are small special interest groups that always seem to get their way and do nothing but delay the process. If the overall population of the communities support the developement and it will bring jobs and revenues than there should not be such a painstaking process. I do agree that we need to look at each project and be sure that it fits in with the area in which it is to be built and no we don't want unattractive and pollution causing developement to mar the attractiveness of the area. It seems too that everytime the subject of affordability comes up the county especially is for the concept but then another situation arises that it seems to go against the whole concept that they have supported in other cases. In recent times there seems to be too much going back and re looking at earlier decisions that they have made and changing their minds which to me seems unappropriate and unprofessional. In the case with Albemarle Place and North Pointe on 29 North, the county gives approval after years of debate only to have the RWSA come in say, Wait the sewer capacities in these areas will not handle the loads which has delayed these developements costing the taxpayers and developers time and money and the addition of beneficial projects to the community in not only revenues but jobs as well. We do need to keep the high standards of living in place but we need to include all aspects of the population in this concept not just those with the most the most money and loudest voices. Part of the problem in my opinion is that not enough of the voting age people actually vote and or speak their minds on these issues. I am not sure what the entire answer to this problem is but if we can get average working class people involved in our local governments we would see changes in how things work, most of our local politicians give in to special interest groups and are doing more to harm the viability of this community than to better it. So far we have done very well and this is the best place to live in the US regardless of which poll you believe and in order to maintain this status we need to grow and prosper in all ways from the upper class to lower so that everyone can enjoy the benefits of this community and what it offers and can offer its residents. We need new and improved roads, new ideas, and new faces in our governments that will look to improve upon what is in place and build a bright future for our children so that they can live here and and prosper pursuing their dreams without the need to leave for bigger, better opportunitues in larger cities. My biggest peeve is that those that relocate here get involved to change things to suit their interests, such as NIMBY, slow or no growth, concepts that will eventually undermine the attractiveness and prestige of C'ville/Albemarle and drop us off the best of lists and turn the area into one that caters to the wealthy only.
