What on earth does this intend to acheive???

Will plan ahead as I am doing already saving 50% by shopping in N Ireland. Also saving Euro 500 on my monthly shop after expences. My drink celler is full at all times. What the government should do is close the chip shops. They are small shops full to the brim with drunks after the clubs shut. All confined in a small area. No wounder there are fights.
