I think there's a problem with the wording of the third option: what would be the metric? Certainly, any business owner could claim that the farmer's market was causing them "problems", at any time, so what does this really mean? The wording is just too nebulous to be viable.

Which site do you think would be best?

Set up the market along the Town Common, it’s the best place to establish a sense of community. If zoning issues exist, waive them.

Put the market in the Jenks Senior Center lot, local businesses need all the parking they can get.

Set up the market along the Town Common initially, and if it creates problems move it to the Jenks lot.

Who needs a farmer’s market? Scrap the plan all together.
