7-14 is fair for having a cell phone based on security, meaning personal safety and the ability to call for help if being bullied or stalked from leaving school grounds or even getting accidentally separated from parents in a mall/carnival. Obviously, 14+ will equate to socialization 'needs'. I would believe any age before 7 yrs old just isn't going to work out or will it? One thing for sure is that the expense of lost and/or damaged phones will be high. 7-10 is risky also, but the majority of children are fairly bright and can be taught early responsibility within that age bracket.
