Yes, it does sound like a fart, but a pathetic one. Nothing like my full throated V8, after curry roarers. Rather genteel, in fact.
I can't believe The Washington Post censored this discussuion entirely. It is hardly in keeping with their public rhetoric on freedom of the press.
It was either Russert or someone within the sound reach of the microphone.
I know everybody wants to believe it's a fart, but it sounds more like the host's voice saying "mhmm" in reply to whatever Russert is saying.. Sort of like what people do when they want to reassure the speaker that they are listening.
It sounded like a fart to me, not a hmmm. I think his expression does change, ever so slightly to a little grin. Funny.
