I believe that you should only get warnings unless you have repeated offenses. Sometimes there are circumstances that the camera doesn't take into effect.

Laws without enforcement breed contempt for laws. It all began with the "55" mile per hour energy conservation limit. If there is any doubt about that being true just look around you when you drive on any street or highway in central Arizona. Speeding is the root cause of red light running but there seems to be no recognition of this and no will to enforce the speed law. Either use numerous photo radar to enforce the law or stop wasting our time money and stop putting up speed limit signs that are a joke.
