Did President Obama respond too slowly to the oil spill?

All the proper steps (that are required by Federal Regulation) were taken by BP. The failure of the shutoff valve was just that. If the required equipment had performed as designed, there would not have been a spill of this magnitude. Having worked with off-shore pertoleum operations, the cleanup effort have been implemented with lightning speed. The failure of the shutoff valve is not something that can be anticipated beyond deploying the booms and other equipment already in place. The only taaditional thing I could think of would be to send the Navy down to close off the well. They are equipped to handle deep sea salvage.
