The only problems is that School Districts' boarders do not match up to municipal boundaries internally (wards, precinicts) or externally between cities, townships, villages and even counties.

Off cycle elections typically have a much lower voter turnout. The MEA uses this to their advantage by sending their members to the polls to vote for their candidates. School board elections should be timed with political elections to take advantage of greater voter turnout, and hopefully more representative school boards.
