Maybe the cat is not neglected? Maybe he is old. Someone "rescued our 19 year old orange tabby cat from the front yard and took him to the SPCA, filed a complaint about us and then they put the cat to sleep. He was 19, not neglected and living out his old sick age with a loving family. Sometimes when you "help" you are not.
Property Ownersor mall management should be dealing with the cats, not random do-gooders.

Always get permission from the property owners.
As for feeding feral cats - don't. I spent a year trapping cats and having them hauled away by animal control. The furballs would sneak into the building in the day and hide. Then come out at night and set off alarms.
I kicked the cat feeders off the property too. Said if you like the cats, take them home with you.
I do have a spoiled indoor cat rescued from the SPCA.

I agree with Netty. Ask some of the nicer Mall renters for the contact info.
I've rescued many strays in my time and never come across such behavior. However, if I did I would just come back at night/early morning when the place is closed. Cats are pretty active at night anyway.

Why don't the rescue groups contact Mall ownership/management and offer to take care of the cat problem for them? Unless the Benihana manager is the property owner, I bet that the mall would prefer someone trying to get the cat problem under control. Seems like that way, they'd be able to do their work without Benihana's being able to say anything, just like if the mall wanted to spray for weeds in the parking lot.

Animals are innocent and never purposely F over people. People stick it to both animals and other people all the time. Witness congress right now. Republicans would rather allow people to die because they can't afford to see a doctor than allow public coverage for everybody. That's why my heart goes out to animals and less so towards people.
