Seems consolidation would be worth a try. Nothing else has worked. What has been said here is the same in all government. The payroll for all government employees is gigungeous. I especdially think on Washinsgton, D.C. where everybody's family is often on the payroll in some catecory. I live in the State of Washington, formerly Michigan, so I have no idea is this is true within State Governments.
One thing I do know is that we cannot continue on like this, where a billion dollars means nothing today.
