Studies have shown that it's the act of talking, not holding a phone that distracts drivers. We already have laws for distracted drivers. This will be a useless law that won't make any difference in how people drive. If this does go through, I think we should outlaw other people in the car, including children as they are some of the biggest distractions!

What price a life? Too many deaths and injury for the conveinience of a person mostly speaking of something which can wait until they are not in control of a potential lethal piece of machinery. How many people, (pedestrians, cyclists, occupants) is it worht?
