Yes, I would. My next question is how to you define "pay” to participate?
If financially, then this concept is not exactly new, for example a lot people are paid to participate in researches / surveys which may lead to some form of publication later on. They might / might not care about whether it is "guaranteed inclusion".
If not financially, then it will be "active" participating for lack of a better word. it may targeting more towards people who read your blogs – just guessing.
