Safer - Yes, it's definitely more safe not to be holding the phone while talking and driving.

Less Safe - No, it actually seems more dangerous to be fiddeling with hands-free accessories than to just hold the phone and talk.

The Same - Going hands free means doesn't feel any safer. It's equally distracting.
