I love lifetick.com for goal tracking - great for goals with steps and deadlines especially. The journal feature is a nice touch that I end up using a lot, and I really like the quick look I get via the status screen.

Since I am not always connected to the web I use good old fashioned pen and paper. But Evernote is my second choice for when I am connected. I find them to be the most effective combination of tools for goal tracking I have ever used.

I find The Journal (http://www.davidrm.com/thejournal/) to be excellent for goal tracking and many other things. You are only limited by your imagination.
I use it to track all my goals especially daily goals.
Whenever Excel is included as an option, it always makes sense to include online services such as Google Spreadsheets as an option as well. I keep track of goals using Google Spreadsheets so that my changes are automatically saved, a revision history is maintained, and I can access this information from anywhere at any time without additional preparation.
