    The Constitution does NOT grant the Congress the power to do this. It is therefore a STATE ONLY power since no single person will be able to underwrite the full medical costs of the citizens of the country.

    Read Article 1, Section 8 and the Ninth and Tenth Amendments.

    Instead of grabbing more of the States' rights, Congress should be returning these rights to the States. They should be finding a proper way to do this without causing more harm to the citizens, and restrict the actions of the Congress to those enumerated and demanded by the Constitution. Primary among these is the defense of the country.

    If the Congress did actually do only what they are required to do and judiciously did what they are allowed to do, Federal taxes could be cut by at least 50% and the maintenance of a proper military inventory of modern weapons for our security could be maintained. We would already have the 750 F-22s originally planned and the F-35 would not be behind schedule and above cost projections.
