Just what Napa County needs at this time--- another regressive tax! What is wrong with a progressive tax system--one where richer property owners pay their fair share?
What is regressive is the notion that we take" from each according to ability, give to each according to need" Karl Marx.
Where is the fairness in that?
Thomas Butler, you must remember that those who earn more already pay more in taxes on that income.
There are income tax brackets that increase the percentage you pay as you earn more.
That is regressive as it punishes success.
It also fosters a society where people are encourages to "hide" or offset their income elsewhere as they will have to pay a disproportionately higher income on that money than most other people have.
What would be progressive is if we had a flat tax with no deductions.
That way everybody would have an incentive to make more money and there could be no shenanigans playing with the tax code.
We need to reform the tax code to be transparent and to reflect human nature.
I am in education and absolutely oppose this tax. For one, because my state and federal taxes already have an allocation for education (whether that is enough or not is a different issue). Secondly, budgets are limited, but absolutely used for expenses that are not directly benefitting students.
The state and federal governments should make education a priority AND districts and schools should stop misapropriating and overspending on useless and inefective programs.
