Another frustrating poll question! I really enjoy the FCNP polls but often I find them poorly worded. For example, with this one I think our budget shortfall is largely due to the economy, but the real problem we're seeing - which is that our actual revenues are not adding up to what they had previously been calculated to be (not budgeted, not predicted) is the fault of City Hall.
