Can Data Warehouse / Data Integration project be offshored?

    I have been attached to more than one DW project that was a combination of On and Off shore. They always merge into chaos. One vendor even slipped in Junior staff and billed for seniors. With the new data laws coming into play and other issues relating to control. Only a fool would offshore at this point. If the Investors didn't have your hide, the Government would. The company MUST maintain control.

    At one mess, the offshore vendor (from India) had brought in a team to work locally as well, but they put them all into one conference room where a senior member of their staff would intercept the client's people before they could get to the team to ask questions and then deluge the asker with paperwork to mislead. This was the one who brought in the Ringers.

    The Bean counters would not let them fire the vendor even after I gathered the evidence and presented it to the Board. It was too good a "Deal" the project was evetually cancelled and written off as a failure (after two years). The client spent millions and got nothing.
