There's such depth and so many layers in each actor's performances, it's nearly impossible to say who's better on LOST. But I voted for TO'Q because over the years I've seen him play such a huge variety of roles and knock them all out of the park. He can play sinister and sympathetic with equal power. He is just as believable as UnLocke as he was playing Original Locke.

No question: Terry O'Quinn has better range. Michael Emerson is more quirky, but not the better actor, IMAO.
