The choices here are a big loaded. The gist seems to be that you either have a budget and stick to it, or you ought to. There is a middle position: you don't necessarily have a laid out budget, but you spend wisely and have savings. Or you have a budget, but it's very loose.

We're talking about having a budget -- some real plan that you "stick to" and you just aren't interested in doing that. There's no judgement in that.
