The legislation is already in place for individuals or Trading Standards to take action against these "retailers", under the Sale of Goods act, among others.
Give these cowboys enough rope and maybe they'll hang themselves, in terms of bad publicity and the occasional legal action...Or maybe they'll continue to make easy repeat sales while feeding the common misconception that you can get a bargain bike for peanuts. These lumps of scrap metal are a MISERY to ride, they are putting whole generations off what they think cycling is all about.
A more difficult problem is the use of substandard parts, and lack of quality control. I can live with with quill stems on cheap bikes, but gripshi*t gears, plastic brakes and elastomer forks should be illegal.
Then the bargain builders who used to know better (you know who you are) would be forced to build bikes that are at least vaguely safe and roadworthy, while the ones that don't have a clue (or bother to read this) will have to put their skills and components to better use making exercise bikes, hula hoops, and pogo sticks.
Or get into the car spares business, where the competition is, to use a U.S. term......half assed.
