Price fossil fuels appropriately. The externalities of cars are far greater than just their pollution. To truly reduce the environmental damage of cars we need transit oriented land use policies, prioritizing public transit on the road (bus-only lanes, bike lanes and high quality pedestrian routes), and real-pricing on all forms of private vehicles. This would include congestion pricing, carbon taxes on fuel, and allowing people to pay for their own batteries.
