What needs to change are the federal HUD measurements that mandate what the states use as "so-called" low income, which doesn't provide affordable housing that is supposed to be developed for the poor, see Affordable housing act, federal law and affordable housing act, state law. Our government is using duplicitous terminology for the term "low income", the federal law is using the term low income to mean between $40,000 to $50,000. They are scamming America and poor people.
