I just wish they would do more than send a warning letter. That will do nothing to the people who think it is fine to dump their trash out the window. In Caifornia you get a serious FINE for littering and people take it seriously and don't do it. I think it is a rotten shame that there is trash along the highways and someone expects DOT or the inmates to pick it up. I think everyone who gets caught should either pay a fine or have to do community service of going out and picking up trash!
