Let the rail system pay for it's selt. People that don't use the rail should not be asked to pay for it and people that don't pay any taxes will be the ones to use it so charge just like any other public transportation does.
This area does not have the population density required for mass transit to function. The only problem around here is the lack of road infrastructure per taxpaying citizen due to the inefficiencies and corruption within the State D.O.T.
