This question really hasn't been framed well - the teachers aren't "asking" for a "raise" per se...what's at issue is basically their salary, as was negotiated in their last contract. The fact that the salary is divided out in certain increments over certain years isn't a "raise", just as a loan that you take out with a graduated payment plan isn't a change in terms. You wouldn't take out such a loan and then complain to the loan company, "don't increase my monthly payment, that's greedy!"...because you signed on the dotted line that was what you would do.
