the grain elevator should be torn down because it could only be used by a limited number of people and would cost significantly to repair and keep up. the construction cost and liability insurance for an observation tower would be an enormous amount and make it impractical and a huge financial burden to the taxpayers. make it an open park area for all to enjoy for free, with little maintenance and upkeep costs.
an observation tower in which to view the wildlife along the riverfront would be an attraction that does not exist in surrounding towns. it would be an attraction that would help create tourism into chillicothe.....more so than an expensive retreat center. people would be willing to pay to go up into the tower....meaning revenue. think of everyone that has paid to go up in the peoria heights tower. unlike the peoria heights tower, ours is right on the river....location....location....location
I think we should make health care available to all Chillicothe residents with the funds the city will take in from the new eagle viewing and river sky walk.
