I really don't have problems. I often park just out of the center, off the green, and walk all my errands; great exercise and free! When in a rush I usually find a meter, often with time on it. I wonder if "complainers" work to find spots; are they only looking within a door or two of their errand? or are they moving car for several stops? Are the retailers gathering quant- or qualitative data which really points to significant issues?
RE solutions: From what I have heard, we cannot get rid of meters or else "squatters" will abound. Back lot works in the worst of situations. Building underground is interesting idea but is the cost/benefit REALLY positive? I bet the 10-20mm or whatever it costs could be much better spent on higher priority needs... I have heard the "parking czars" talk about a basic cost and time limit on meters to keep cars moving and spots opening up. For those who cannot walk too far, could we develop a system of "painting" some spots as "reserved for elderly" (would it work??). Finally, if quarters are the issue, is to use "scrape off" cards which sit on dash instead -- New Haven CT has great system where one buys books at discount (hint: incentive!), and like lottery tix, you use coin to display current date/time -- no quarters, far fewer meter issues, etc.
