I believe (like 2 years ago ComiCon tie in with the video of the Orchid) that it must be the "new Dharma" that they recruited for this season.
Maybe he's from an Eloise Hawking team. I'm not sure if she really belongs to the DHARMA. Maybe she has her own interests in the island and she also is the only one who knows about the plane going to the island and the way back. She could draw a plan based on the back of the Oceanic 6 to send her team together.
