What is a better grocery tax plan?

Food that is bought with food stamps is not taxed. So really "poor" people don't have to worry about it. I'm neither rich, nor a land owner, but I do not believe in the "Robin Hood" tax plan. We need to figure out a way to cut spending, not taxes.
