Definitely speeches before dinner. Okay so the guests will be a little bit more hungry but it means that the speech makers can enjoy their dinner without the worry of their speeches.
Everyone will enjoy the day so much more.

Mhairi: as a guest. I actually thought it worked better for us, too! It's easier to enjoy a speech when you're not too weighed down with food or too sozzled. And they timed it really well with starters showing up halfway through too. A nice touch.
