Hand-held cell phones should be banned, yes... definitively. If they need to talk on the phone for any reason, they can always use hand-free devices.

Absolutely yes! Driving w/ hand held electronic devices should be banned by every one. I cannot count the number of times that I have been almost hit HEAD ON by people talking on cell phones!!!!!
