Since Julia Roberts was never that good, Reese has already easily passed her by.
I'd pick Reese too but why is Anne Hathaway not on your list. Isn't she more heir apparent to Julia than most of these?

Reese Witherspoon is at or slighty beyond Julia's stature so that is an unfair comparison. Heigel has the comic timing, the different and winning good looks and has made some wonderful comedies to date.
