As usual this type of poll cannot capture the entire situation.
Slowing down is part of the action many people take.
Others move to the edge of the lane to give a couple of feet of leeway to the tower, disabled vehicle or road workers.
Is there a study of such collisions?
Do they occur when people take such precautions?
What about the actions of the roadside persons?
People often do not pull the car as far off the road as they can or use highway side doors to exit the vehicle.
Many people change highway side tires instead of waiting for a tow.
My wife and her friend are alive today because I made them move away from our disabled vehicle and get on the safe side of the barrier on labor day in 1979.
One poll question can't address the complete set of issues involved here.
I only slow down if I can't move over because some lookie-lou may rear-end me. But I believe exercising additional caution in these situations is prudent, but not something that should legislated. After all, there are many laws already in place to ensure the safety of our roadways that aren't being enforced. If you're not above the posted limit, your likelihood of receiving a traffic citation is nearly zero!
