I don't think Bush will pardon anyone significant. It's part of his self-conception as being honest and ethical, and even though those things are clearly untrue it's more about how he sees himself. It's why he tried to undo that slumlord's pardon after it came to light that his dad gave heavily to the RNC. Bush isn't comfortable with that sort of corruption.
