Should Used Clothing and Homemade Toys Need Mandatory Testing?

I believe we SHOULD be able to keep our children safe. However, I also believe the new regulations ARE overkill at the same time. Home crafters, artisans, and end manufacturers, i.e. those who purchase already certified compliant components in order to build their own product, should be able to provide THAT certification of compliance rather than having to retest all of the individual components making up their end product yet again. I believe that if a furniture artisan creating one-of-a-kind children's keepsakes has purchased certified compliant paint with which to paint his creation, THAT certification should be sufficient.
