If she want's a little more money, why not give it too her, she's earned it, but I do believe what Tish and Billy are doing is sensible, I know that if my parents didn't look after my cash that i'd blow it all, so they're just looking out for her best interests!
Maybe a raise to $250 would be a good start that's more than double the current rate and would give her more than the normal 16 year old would, but then again, she isn't just a normal teenager is she?
All I can say is I back Miley and her parents 100% with whatever decision they make, however big or small it may be!
