Instead of bailing out the industry, it would be better to give everyone a voucher giving them a $1,000 discount if they purchase (x) brand of car.
Then you are encouraging people to spend money, you are giving the car manufacturers the income through another mechanism, as well as ensuring that the other industries tied to the motor companies stay in business.
It seems a lot more logical than just throwing billions of dollars to companies that have wasted so much money already.
