On that wider shot of the same ballot, you can see that the voter initially put an X in the ovals in other races on the ballot, then went back and filled them in. The "Lizard" writein for the presidential race has the "X/fill" mark, but in the Senate race, only FRANKEN has the mark, despite the writein.
