Vancouver is the largest city in North America without an interstate-type highway running thru it. the mayor and the population are proud of it--they even boast of it and this city is far larger than Syracuse with a much more intricate need of highways since they have a large and bustling series of harbors.

So when they built the Thruway did thay say "but those people going to Syracuse won;t be able to find it??? Does rochester suffer because I 90 doesn't go through it?

I 481 will take all those not needing to go down town around instead ot through. It is under utilized.

I 81 should end at Brighton Salina from the south, and at Salina Clinton from the north. The level Boulevard will take those who actually need to get into the city the means to do so, those just passing through can do so on 481. Lets just change the signs foa while and see what happens.

Doing a good jib of synchronizing traffic lights will go a long way toward alleviating surface congestions.

just because most other cities have made the mistake of slicing up their downtowns doesn't mean we have to settle for this. there are alternatives, and one's that will create the opportunity for the regions core to strengthen, thus strengthening the region.
look at how Savannah, GA has an interstate that drops you off towards the city center, but doesn't cut right through it-

U think rush hour traffic is bad now. Wait till all those cars that usually get off at Adams Street have to go light to light. Name another city our size or bigger that dose'nt have some kind of expressway running through it. Lets fix our schools first! The 81 overpass isn't whats holding this dying city/county/state back.
